We use a product called JAWS. It has been here for years. I know it works for 3270 screens, not sure about web stuff.

My ex-boss is blind and used JAWS to be able to use a Windows Machine. It will work with anything being display on a Windows Monitor including the output of a Browser (ie: Web Sites) and doing HTML editing. Any screen reader (such as is built into Windows and MacOS) will work although a specially designed application like JAWS is better for tasks beyond just reading what is on the screen.
