And if whatever reason, the tersed data set gets truncated, the unterse
should not end normally.  And validity checking would be nice too, checksum
or whatever.

It would also be nice if the TERSE told you that you
had attempted to TERSE an SMF file that had been created
by IFASMFDP with its (STUPID!) default LRECL=32767,
which doesn't bother TERSE, but then causes UNTERSE 
to fail because the record length is too long, 
so you have to go back and re-dump with the correct
LRECL=32760 and then TERSE/UNTERSE will work.

Perhaps the TERSE is allowed in anticipation that some future enhancement to 
AMATERSE will allow the archive to be UNTERSEd.
