Hello list, Does anyone have an insight on the technical limitations that cause the following behavior? While there is an IEF238D outstanding, in our case because some DD specified a nonexistent volser, "vary <dev>,console" gives us IEE799D.

It is still possible to vary other disks on and offline while the IEF238D WTOR is outstanding. I'd like to think that this is rational behavior due to some limitation, but if that's the case then I'm definitely missing something. We encountered this just now in a non-sensitive situation, and I'm doubtful this will ever be a big problem, but I'm interested to know nevertheless. I looked through some of the manuals, searched for other people who ran in to this, but to no avail. This is on z/OS 1.13.
