Bingo!

CONSOLE address space issues an exclusive ENQ which falls in to a WAIT state 
because the job already has an active SHAREd ENQ.
This raises more questions for me though, why doesn't a normal vary 
<dev>,online of a 3390 request an exclusive ENQ? Why is the vary <dev>,console 
exclusive and not shared? Why can't the ENQ for the DD with the non-existent 
volser be shared?

Just guessing here, but I think there is ENQ contention, probably SYSIEFSD Q4 
or VARYDEV or both. Can you still check?
