FWIW If all else fails, try calling your REXX (recursively and with
whatever appropriate PDS DSN and member parms) from a

Your use of TSOEXEC rather than a simple address TSO suggests that the programs
run APF-authorized. If that's true, ATTACHMVS won't work for you.
However, since you are running them using TSO CALL command, your programs are
already being ATTACHed. Therefore using ATTACHMVS would not give any added
benefit in terms of storage cleanup. I think you'll need to get a dump and
figure out what storage isn't being freed.
