ServerPac is entitled by z/OS product license, worldwide. In other words, it's available at no additional charge. This has been true since its introduction.
The other CustomPac offerings (SystemPac, ProductPac, FunctionPac, ServicePac) were and are fee-based in one fashion or another but are no longer available in most countries (certainly in the USA).
