Additional follow up:
  An on-line copy of "Aug 83 Product Summary Software" shows Release 1.0
(5740-AM6) of DF/DSS was available at that time for OS/VS1 (with later
releases available for OS/VS2).  The description says it was developed
as part of
the support for the 3375 (introduced January 1979) and 3380 (introduced
June 1980):
    "Data Facility/ Device Support (DFDSS) provides the data management
support for the 3380 Direct Access Storage, a high-speed, large
capacity, non-removable media direct access storage device (DASD) and
the 3375..."

 If the introduction of the IBM 3375 DASD is indeed the earliest
motivation and the code existed in 1979, that suggests 1979 may very
well be close to the initial release of DF/DSS.
