The problem is, even if you can somehow convince your CSI that the USERMODs haven't been accepted, your distribution libraries have the wrong data in them. Whenever you restore one of those USERMODs, you will be restoring the _wrong copy_ of the module -- one with the USERMOD applied! =-O

Given that reality, it might be simpler (and better documenting) just to come up with new names for those USERMODs and move forward...
