NPRE is in the manual.

I do not remember exactly how it was coded, but I believe it was some 
combination of a condition that could never be satisfied coupled with a sysmod 
that was not itself accepted.
If I can find an example, I'll post it, but at this point (18 years later), it 
may be a lost cause.

Indeed. But he is somewhat silent these days?

For myself, I would rather backup those datasets first, then do my ACCEPT. 
Failing that, I would rather use different zones.
