I just talked to a long-time former IBMer and he says:
#1 Yes (which matches up with my own experience at the HMC CBU screens)
#2 Yes (from his memory). You would vary offline CP's so there's no
more than 3 (in your 703 example) on any LPAR and then head back to the
HMC temporary upgrade screens to change things. I was a bit surprised
because I expected that would burn an additional CBU test within the
original 10 day period, but he says it will not.

I'm going to perform CBU test.
According to activation record in SE I'm authorized to upgrade my CBU
machine up to purchased level, but it is also technically possible to
choose something between current performance model and maximum purchased.
Example: z13 401, CBU up to 709. It is also possible to perform model
conversion to 703 or 605, etc.
Questions:
1. Is it allowed byt Terms and Conditions to use "middle of the road"
model, like 605?
I assume yes, but...
2. Single CBU test is limited up to 10 days, AFAIK. Is it allowed to
perform model conversion more than once during the period? For example
activate model 703 and if performance is not OK then further add next
processors.
