I disagree, unless the "etc. properly" part is truly enormous in scope. I notice you didn't mention anything outside the mainframe, for example. Is everything else free? :-) Here's another gigantic problem. Even if (big if) you could precisely measure and allocate marginal costs at every moment, is cost the *only* factor?
