Fortunately, so far as I'm aware, there isn't any desktop, laptop, smartphone, or tablet operating system that ships without a Web browser. Every desktop, laptop, smartphone, and tablet operating system introduced within the past decade and a half, at least, includes a Web browser. In contrast, sadly, there are many desktop, laptop, smartphone, and tablet operating systems that don't include 3270 terminal emulators.
