zOS was middle aged before the internet was born. FTP on zOS is like a dog walking on its hind legs, it is not that it does it well, but that it does it at all. The amazing thing is that it works as well as it does, and every time I use FTP to download software and service from IBM I am filled with joy. I remember ordering round tapes and waiting a month for them to arrive, and praying.
