Not exactly as ou described, but even more convenient.
Instead of DVD yu can use a directory on your PC. Note, it's directory,
not ISO file, but any free/shareware tool can unpack the ISO.
All you have to do is to start ftp server.
So, i.e. for z/VM installation you don't need to have any physical media,
just a directory. No walks to HMC, just remote access.
z/Linux - the same.
The notable exception is z/OS COD - Customized Offering Driver. While it
can be IPL-ed from both DVD and ftp, the next activity is to restore DVD
content to CKD disk and the source has to be DVD.

I had read a bit about IPL'ing via an ftp server. Of course, now that I
want to read up on it, I can't find the stupid PDF version. I really
despise the new "webified" manuals. I can't figure out a way to search JUST
THE ONE MANUAL. The "search" button searches the entire Infocenter site.
Not what I want.
I'd suggest to read anything related to zLinux installation.
AFAIK this is the only place where I found any documentation regarding
the process.
From the other hand, it's simple from user point of view:
Both DVD and ftp should point to a directory containing *.INS file. This
is text (ASCII) file which tells what file to load at specified address.
You can have many INS files in a directory, user has to choose one of them.
Example:
* Install z/VM V6.3.0 - GA Level Build
630GANUC 0x00000000
630GARAM 0x01800000
(630GA* are file names with no file extension)
