HSM will select partially full tapes for output if there are any. If there
aren't any, then it will ask for a scratch volume.

To get a list of partially full tapes, use HSEND LIST TTOC SELECT(NOTFULL)
ODS('output.dsn')

Issuing HSEND DELVOL BACKUP(MARKFULL) or HSEND DELVOL MIGRATION(MARKFULL)
on partially full volumes will mark them as full.
