You seem to be arguing for doing it on the server side, TELNETD, rather than
the client, TN3270*.  Then every TN3270 client would need to be upgraded
to recognize the new WSF, or at least not to fail on it.  And it still leaves no
way of completing long URLs.  They needn't be terribly long; just positioned
so that they span an edge of the window.
