"Reload" is usually connected to F5. A plain F5 will reload the data from the 
cache, or from the server if not in the cache. Ctrl-F5 will force a reload 
bypassing the cache.
Your browser might be configured to use a proxy, and proxies usually cache 
files themselves. I'm not absolutely sure the Ctrl-F5 is honoured by the proxy, 
but I would assume so.
