They aren't, neither are LX numbers. Ed's point was that if you store the LX in a file, you have to ensure that the system wasn't re-ipled, rendering the LX invalid, in the interval between write and subsequent read of the file. If you use name/token, if the pair doesn't exist (as reported by return/reason codes from the retrieval service), you know you need to re-establish the system LX and create the N/T pair. If it exists, then the LX should be valid.
