Yea.... That vendor until recently was still developing on z/OS 1.13 until this summer when they made the jump to 2.2 or maybe 2.3. We are already at V2.3, and really don’t want to skip a release or delay, although that is an option I guess. It's just a bit short sighted on the vendors part to think they can hold their customers hostage like this.
