Sounds great! Except the increment for below the line RUCSA is 1M just like above the line RUCSA. IBM, you must know that most shops can't really afford to lose 1M of private below the line for the minimum specification. I know CSA rounds to 1M boundaries, but wasn't there any other choice when designing this "work around" for those shops that weren't quite ready yet?
