Yes, you can do that, but you need to
1. QUERY SYSTEM <rdev> to ensure no one is using the volume.
2. DETACH it FROM SYSTEM
3. ATTACH it to yourself
4. Run CPFMTXA to allocate the t-disk cylinders
5. DETACH it from yourself
6. ATTACH it TO SYSTEM
7. Update USER DIRECT to show that those cylinders are allocated (e.g. 
USER $TDSK$)
