I don't think it's the default. It's certainly not in 5.3, or at least not in the 5.3 made available to Flex/PWD members. This is very nearly a virgin system (we're using 5.2 as our primary):

Our 5.2 system doesn't have any temp space either and I don't think we actually took any action to remove it.

We don't feel a need for it because we run DIRMAINT, and so

DIRM AMDISK F000 3390 AUTOG 200 GRPCKD
LINK * F000 F000 W

isn't a lot harder than

DEFINE T3390 F000 200
