New issue 1719 by [email protected]: Can't enter 2580 or 2588 to xterm/urxvt

Ctrl+Shift+U followed by 2580 or 2588 have no effect in xterm or urxvt.
The characters can be copy-pasted and then work as expected. Gtk+ apps
don't have this bug.
I don't think xterm and urxvt have any source code in common, so my first
guess is ibus, but I'm not absolutely sure - sorry if it's a bug somewhere
else. (I can't recall any other xlib apps right now that I could test.)
What version of the product are you using? On what operating system?

IBus version: 1.5.5
Input method name and version: ibus
dbus version: 1.6.18
What steps will reproduce the problem?
1. export XMODIFIERS="@im=ibus"
2. start xterm or urxvt
3. type Ctrl+Shift+U followed by 2580 or 2588 followed by a space
What is the expected output?
The corresponding block character being emitted.
What do you see instead?
No characters are emitted in the terminal.
