Interesting.
I guess you use GNOME on Fedora.
If you use another desktop on Fedora, likes xfce or just xterm, I guess you
won't see your problem.
In GNOME, if you don't add any input methods in the switcher list,
gtk-im-context-simple is used instead of ibus and no lookup window for
Ctrl+Shift+u on xterm.
I don't try Unity but maybe the similar code would be used.
To enable iibus on gnome,
1. Install an ibus engine likes ibus-pinyin with root user.
2. Run 'gnome-control-center region' and add the input method sources
likes "Chinese (Pinyin)" besides your xkb sources.
3. Type Super+space and switch the current input source to pinyin and
switch back to your xkb source again.
4. Run xterm
Then xterm will use ibus and shows ibus lookup window.
You can confirm if you add any ibus engines in the switcher list with the
following command:
% % gsettings get org.gnome.desktop.input-sources sources
[('xkb', 'us'), ('xkb', 'jp'), ('ibus', 'pinyin')]
