May I say, that starting an " Approval " process for this or any other 
communications program, could be standing on a Slippery Slope.
 
The intrusion of "Unwanted" postings is, at the present time, a small bother 
compared to what could result from a "Filtering" of membership.
 
The exclusion of anyone because of perceived or real "Threats" is, at the 
least, a loss of democratic freedom.
 
I agree that when an individual offends the laws of the society that he/she is 
part of, then actions can and should be taken.
But, to have an "approval" required before joining a Public Forum, and by an 
"unajudicated" method, to exclude anyone, indeed, raises some questions...
 
Who decides membership standards?. What criteria will be used for acceptance or 
rejection?. Would there be a Hearing process?.
Any exclusion  by an individual(s) ...may abridge many basic rights. Do we 
really want that ?
 
There are many questions that need to be answered, If and before we create an 
"Exclusive Club".
 
While I too am bothered and even angered when my mailbox receives SPAM or an 
invitation to Porn, 
I am opposed to any form of censorship.
 
I'm fully against any approach to make this list or any common communications 
tool... Exclusive to all but an "Accepted" membership.
