I have attached a picture of my old tank. On the left side see the circular device that is attached with five screws. That is the top of the sending unit (tells you volume of fuel in your tank) and it has a gasket under it. I had leakage from mine. It would leak if the tank was overfilled or nearly full and the boat was heeled over. My recommendation is to tighten up the screws on the sending unit and the other fittings on top of the tank and clean up the bilge around the tank, engine etc. Also check fuel lines going to filters and engine for leakage. Deodorize the boat as best you can. After that if you still have a strong smell and determine the spillage is not coming from the top fittings and fuel lines to engine,, you probably have a hole in the bottom of the tank.
