Thanks to all who replied:
      Before we had the Atomic 4 removed, the stern rode low. We were  
sure that removing it would solve our problem. Well, the stern rides  
higher now (and we're 360# lighter), but under power (it's a Yamaha  
9.9 4-stroke), she still "digs in" and water can enter the transom  
drain hole. The motor bracket is set so the angle of thrust is as  
straight back ad we can get it. The motor will tilt, but only at  
angles that would cause it to push the stern downward, due to the  
angle of the mount.
      We're probably going to try one of those sugar scoop things  
advertised in "Good Old Boat", and possibly a gate valve, too.
