I had to tighten my deck cleats on an '84 C-27.  I removed the forward shelf
and bulkhead to the anchor locker and was able to get a box end wrench on
the nut.  Its a very narrow access (3-4 inches) between the hull and anchor
locker but the length of the wrench and by wiggling my arm up into the gap I
was able to get the wrench on the nut.  I then wedged the wrench so it
butted up against one wall of the slot and then used a piece of sponge to to
keep it from falling.  The sponge held the wrench in place and the wall
prevented the wrench from turning.  I was then able to go top side and with
a large screw driver tighten the hardware from the top side.  A bit of a
chore going topside and then going below and lying in the vee berth to
reposition the wrench and sponge for each nut, but it worked like a charm
and I was able to tighten all nuts single handed.
