I think he was talking about the small allen screw that most blocks have up near the base to prevent them from swiveling if necessary.  If your sheet is twisting, you can force it to run straight by locking that screw down.

Early on after we got the boat I bent the boom in an excess of zeal in 
the winch dept.   Coupled with the friction many have observed I 
concluded there was too much leverage.   This is a mid-boom traveler 
model.  I took one leg of the compounding out by removing a small block 
in the boom-to-traveler arrangement, used the set screws on the boom 
block, and have been much happier ever since.

But I endorse use of the traveler instead of the mainsheet when easing 
or tight pointing is needed.   Keeps your sail shape better ...

I have an 86. Same problem. Hardly ever use the main sheet. Poor design and too much friction. Start using your traveler and you will be happy. The only time I use my main sheet is to get it all the way out there in down wind situations.
