Yes they can, but since the question was aimed at breed evaluation and it
would make not sense to allow weighted shoes if you are looking at breeding
evaluations, I just wanted to clear it up. Yes they can use boots but I am
pretty sure the weight allowance is quite low (lower than the sport
competition - which are a lower weight than most boots for barefoot horses.)
I am neither trying to defend nor criticize what they do just give
information and I am sure I will regret saying anything because of what will
follow.
