Yea, I followed the docs.  So, it would probably be helpful if those were 
updated.
I’m finding icinga excessively involved in just getting it running, and am 
wondering if I need to fool with it at all.
I just don’t have all these excessive hoops to jump through setting up nagios 
4, even from source, not to mention the fact that the rpms scatter everything, 
and uses /etc.
The icinga2 source doesn’t even have a “configure” script so I can set it to 
use /usr/local/icinga instead of /etc.

 I get the FORBIDDEN error.
The server has little to know gui, and no browsers installed, and any help 
resolving this would be appreciated.

RPM Packages require additional steps after the installation. Please consult 
the README.RHEL shipped with the icinga-web package (located in 
/usr/share/doc/icinga-web/ or similar)

In your case, it's highly likely that the new apache config required httpd to 
be restarted.
Other than that it be related to Apache 2.4 and 'Require all granted' directive.

I had a similar issue on Fedora and the in-development Web 2.
