Yea, I followed the docs. So, it would probably be helpful if those were updated. I’m finding icinga excessively involved in just getting it running, and am wondering if I need to fool with it at all. I just don’t have all these excessive hoops to jump through setting up nagios 4, even from source, not to mention the fact that the rpms scatter everything, and uses /etc. The icinga2 source doesn’t even have a “configure” script so I can set it to use /usr/local/icinga instead of /etc.

RPM Packages require additional steps after the installation. Please consult the README.RHEL shipped with the icinga-web package (located in /usr/share/doc/icinga-web/ or similar) In your case, it's highly likely that the new apache config required httpd to be restarted. Other than that it be related to Apache 2.4 and 'Require all granted' directive.
