Only if you're changing the configuration other than any default. That's described in the README as well, as there is no db setup available with rpm packages.

Ok, I changed out the “Allow from all” to “Require all granted” and now I get this:

 

PDO Connection Error: SQLSTATE[28000] [1045] Access denied for user 'icinga_web'@'localhost' (using password: YES)

 

I have the password set in the /etc/icinga-web/conf.d/databases.xml file, but the section appears commented out, or maybe its just me.  I have tried to manually connect to the db using those credentials successfully. (both icinga and icinga_web)

RPM Packages require additional steps after the installation. Please consult the README.RHEL shipped with the icinga-web package (located in /usr/share/doc/icinga-web/ or similar)

In your case, it's highly likely that the new apache config required httpd to be restarted.
Other than that it be related to Apache 2.4 and 'Require all granted' directive.

I had a similar issue on Fedora and the in-development Web 2.
