Well, apparently the packages for RHEL 7 need 2 corrections for icinga-web to work:
1. The Apache conf files need to have that “Require all granted“ statement instead of the Allow from all 2. The ../icinga-web/conf.d/databases.xml files need the two sections with authentication and db info uncommented. Now my interface is up, on to fully configuring it. RPM Packages require additional steps after the installation. Please consult the README.RHEL shipped with the icinga-web package (located in /usr/share/doc/icinga-web/ or similar) In your case, it's highly likely that the new apache config required httpd to be restarted. Other than that it be related to Apache 2.4 and 'Require all granted' directive.
