Well, apparently the packages for RHEL 7 need 2 corrections for icinga-web to 
work:


1.       The Apache conf files need to have that “Require all granted“ 
statement instead of the Allow from all

2.       The ../icinga-web/conf.d/databases.xml files need the two sections 
with authentication and db info uncommented.

Now my interface is up, on to fully configuring it.

Ok, I changed out the “Allow from all” to “Require all granted” and now I get 
this:

PDO Connection Error: SQLSTATE[28000] [1045] Access denied for user 
'icinga_web'@'localhost' (using password: YES)

I have the password set in the /etc/icinga-web/conf.d/databases.xml file, but 
the section appears commented out, or maybe its just me.  I have tried to 
manually connect to the db using those credentials successfully. (both icinga 
and icinga_web)

 I get the FORBIDDEN error.
The server has little to know gui, and no browsers installed, and any help 
resolving this would be appreciated.

RPM Packages require additional steps after the installation. Please consult 
the README.RHEL shipped with the icinga-web package (located in 
/usr/share/doc/icinga-web/ or similar)

In your case, it's highly likely that the new apache config required httpd to 
be restarted.
Other than that it be related to Apache 2.4 and 'Require all granted' directive.

I had a similar issue on Fedora and the in-development Web 2.
