everyone should have at least read the beginners guide once.
http://docs.icinga.org/latest/en/beginners.html

then you would've probably hit the config section as well.
http://docs.icinga.org/latest/en/ch03.html

in specific this one then as overview

docs are written in docbook xml
(https://wiki.icinga.org/display/Dev/Docbook), which is stored it's own
git repository and included in the icinga tarball - docs are generated
into html upon release.
https://wiki.icinga.org/display/Dev/Releases#Releases-CreateHTMLDocsfromdocbookXML

in order to report bugs and/or submit patches, use the dev tracker and
the git repo.
https://dev.icinga.org/projects/icinga-docs/issues
https://git.icinga.org/?p=icinga-doc.git;a=summary

more info on sending patches themselves can be found in the dev guidelines
https://wiki.icinga.org/display/Dev/Developer+Guidelines#DeveloperGuidelines-Patches
