to quote the authors:

whereas if ACEs are used then we can avoid having to upgrade the
protocols and the DNS servers, at least in the near term.

we can also avoid having to upgrade applications that use DNS names
internally but don't accept them as input from users and don't 
present them to users.

finally with ACE solutions there are fewer situations where leakage 
of IDNs into applications that aren't prepared for them will cause
trouble.
