This might not be the best time, but there might not be better time for
this.

I had been wanting to start this and get your feedback on this topic. About
the availability of information and documents. I'm not interested here in
making the RTI free of cost service or something like that. I am only
looking at academic results/papers/publications etc.

Is it justified that the results of the work done by spending the money
from taxpayers, is not available to them? Not all can afford to buy
subscriptions of magazines (like IEEE) or even articles from them. For that
matter not just international but even Indian journals.
Is there any such site/service which is already doing such activity? I know
some of the faculty of some US universities have tried to severe ties with
IEEE. Is there any more information on this?

Sir, need to know your view on this.

I have addressed Sumantra Sir, as he is the only faculty member I know
personally on this list. I'd welcome and love to hear the views/responses
from other faculty members.


And more importantly if people feel that the current system should change,
then here's my proposal:
1. Setup a wiki.
2. Keep it peer reviewed within the academia (and industry?)
3. The reviewers are volunteers and for a given article can be chosen
randomly.
I mean it isn't difficult if the will is there.

PS: And maybe anonymous will help :) .I have added people whom I know on
this list to ensure that I get a response and that this mail doesn't end in
a digest.
