Most of the organisations/conferences aim to get money from the work being
done. Many things are open but not free. This is true of many of the
standards as well. e.g. PCI is an open standard. IEEE12207 is a common
documentation standard which is open. However, these are not free. One
needs a subscription. Some of the big organisations have to sign up and get
them. That's the way this "open" ecosystem is operating where many doors
are closed. I don't see them making these free anytime soon. Organisations
have to get subscriptions for their employees/students at the requisite fee
if they want the details. When you go for publishing papers many of them
will take the copyright as well. So, they choose how the
content/information is regulated. If we want to play their game, we have to
play with the cards (rules) dealt.
All sorts of content has been restricted to selected few since years for
various reasons. This is the reason a lot of it gets obscure with time and
lost. (from paper to music to recipes, name it). A real revolution from
bottom to top is needed so that everything is made free but our basic
human/commercial tendencies do not allow it. Having everything for free for
everybody is just a chimera in this scenario.
