Yes, but I don't see the need of a regulatory body (no matter haow
voluntary), like the IEEE. 20 years when journals were the only source of

That exactly is the point, do we need to play their game at all? And even
if so, why not buy our own cards, or maybe even design them.
The points you put out, are really valid ones, which are among the ones why
this topic came up. But this is a push that has to be primarily from the
Universities and not a forum like us. Because the bulk of the work is from
there. How to change that is the question, and that's why we need  inputs
from faculty and students (maybe not a big force, but still one).
