Hey, I am having the same problem with display as you have but i am still able to work with FC3. The funny thing is though most of the time I get those multicoloured lines and my pc hangs - at the time of installation, but still, luckily some times I get the GUI screen. I dont actually get the logic, becouse if the RAM or AGP is not supportive then how do i get it 30% of times i try. Anyway... dont wait for it and start with a text installation. but after your FC3 is installed remove the 'rhgb' from the kernel option in grub.conf or the same thing will again appear when the login screen comes. And also change your colour depth to 'Thousands of color'.
