Although, you could in a convoluted sort of way make out a case against all these proprietary (read MS) softwares, it probably wouldnt hold up. Its an article 19 issue ( also 14,15 in a minor way) and the Courts would have to harmonise your "vague" right to access information therein with the clearly specified rights of businesses also therein, and you would probably lose ... the superior courts tending to be quite pro-biz nowadays. There are no basic human rights involved here .. at least not as you have described it ... There are lots of non government organisations who would encourage you to fight this matter .. DONT it's a waste of time IMHO .. wait till you have a good case, well documented which you have consciously built up ,, and that you have exhausted all remedies before approaching the superior courts for protection of your fundamental rights. Exhaust your departmental remedies first. If BSNL fails, go to TRAI, go to DoT goto MoCIT etc.. etc... But something should be done. It is nasty, BSNL and MS cross-authenticizing each other.
