I think it is not a case of BSNL & MS cross-authenticizing each other in a
purposeful manner. Being in Govt. organisation, I know how much unware people
are about technologies and formats of software. Unfortunately this mostly
includes decision makers and keep it in mind that those are people who have
learnt their trade without computers. For them learning computer for day to day
work is a big burden (they are far more happy with a PA than a computer) apart
from the work they do. So most of them will agree to things which simply works
for most of the people. It is the fault in the part of the lazy programmers who
design those sites and they give a hoot about things like compatibility. Mind
it BSNL is a telecom company and not a software company. Govt. organisations
which are doing serious work in software like CDAC or NIC are mostly developing
their works on open source platform. (Incidentally the BSNL Billing system runs
on linux as far as I know). So it eventually boils down to awareness in the
end. It can be started by simply sending mails to BSNL if everybody agrees. My
idea is if an website can be set up where if you put your email address with
name and other informations and the site is able to send email in a predefined
text (the text has to be agreed upon by members or it may be kept editable), it
will be easier for everybody to send the petition. I am no web programmer, so
somebody else has to take the responsibility of setting up the site if at all
the idea strikes.
