Looks like they or atleast the policymakers are in M$ payroll.

Comming from private companies such tie up is understandable but
should we allow taxpayers money to be wasted on such @#$%. I really
calls for a PIL to get those guys involved pay the prices. The price
difference between WinSE and Linux for each of the user willing to
swithch to Linux should be recovered from the people responsible for
this beautiful decesion on favouring a specific vendor.(i.e. M$)

I understand some countires have banned use of non-OSS from public
application, we need create public awareness to do something similar
and stop the drain of public money and forex in pricy bad quality OS.
