AFAIK  X can access his/her account details only if X is connected by the BSNL 
network from the respective phone line. So the problem may be of failed 
connection. Or is that wrong ?

The other part is why will anybody crack so stupidly in the first place. If he 
has a business in DDOS attacks say  or just wanted broadband ... no does not 
make enough sense.
