I did not decide on that exactly. In fact the solution in the present 
situation can be by making the 'GUI as powerful as the CLI' and 'by replacing 
the GUI with the CLI wherever necessary'. This does mean that we need a 
proper program for the same. The design of which is more important. 
  
How many projects do we have on this?

There is nothing wrong in advocating the CLI for most people. Only thing is 
the learning curve gets a bit difficult. This will be a more cost effective 
way of dealing with PCs in third world countries. This requires some 
preparation too. But we have the issues of competition from M$. In CS/IT 
locales at least we can try for the elimination of the GUI.

The other dimension in all this is posed by the paradigm of literate 
programming "getting to specify so well as to eliminate coding".

You missed the point. Plenty of design aspects can be discussed. As far as 
bashing the M$ gui is concerned it is to be improved in the document. It 
needs to clarify many points. I think I will rather write an evaluation of 
the document.
