I have daily updates of quite a large pool with kdemod, a tweaked modular version of kde. That wont be possible anyhow without a broadband connection. If you have access to a broadband connection, Arch is the best distro, you can have. After the base installation, you can chose whatever DE, you are comfortable with and the latest packages would be there for you.
Also, you could try the live CD from Chakra project<http://www.chakra-project.org/>. It is nothing, but Arch + modular KDE using a live CD installer called tribe, graphical system config utility called arxin, and graphical package manager front end for pacman called shaman. Note that Chakra is only at its alpha stage and x86_64 installation failed for me.
