For running the machines as complete network machines, static ip is required
for example for file sharing via NFS, FTP, samba for running DNS, LDAP, NIS
etc.,
static ip is required.

I have pointed three machines 2,1 & 3 - Here No 1 is the router

It is better to put a machine as a forwarder cum Local DNS server
