Here is how i thought about it:

1)Do a fresh lucid installation.

2)Generate download script for the selected packages using
synaptic.(File->Generate Package Download script)

3)Download using the script to a folder (my-repository).

4)Make it a simple repository using
   $ cd my-repository
   $ dpkg-scanpackages binary /dev/null | gzip -9c > binary/Packages.gz

  (http://www.debian.org/doc/manuals/repository-howto/repository-howto.en.html)

5)Burn this folder and the following script to a CD

6)Write a shell script that would prompt the user to select packages to install.
         The script should:
                  1)Add the CD to sources sources.list
                  2)Prompt the user to select the applications to install
                    eg:Install VLC media player(Y/N)?

The only difference is not not using keryx.

Also i dont think the script is actually necessary--People should one
day or another learn to add repositories and install packages.
