my policy - never upgrade. Always do a fresh install. Useful to get rid of crud. Maintain your home directory and all config files under version control. Do a fresh install with reformatting the partitions and then an svn up. Also, a fresh install+ svn up will take about 1 fifth of the time that an upgrade will take. I once did a debian dist-upgrade which took a large amount of time and converted all my unicode pg databases to ascii. Never again.
