I too faced this problem a few days back. I observed it happens when there
was no data transfer between your machine and the internet for a few
minutes.

Most likely, the router at BSNL that connects to the client is responsible
for this! I do not know the technicalities though!

As for the motives, I would'nt be surprised if even BSNL does not know :-)
