I use hotwire too. Hotwire has recently installed packetshaper based traffic management system. The software is configured to allow an initial burst speeds for a few kilobytes, and then the download is slowed down to your alloted speed.


It is not possible to sustain burst speeds in the same TCP connection. A *new* TCP connection *might* be allocated a burst speed "quota" too, depending on the way the software is configured. But it is not possible in the same connection.
